Explosives Detection and Neutralization
Partnership with Sandia National Laboratories
On January 30, 1997, Sandia National Laboratories was designated a satellite facility of the National Institute of Justice's (NIJ) Office of Science and Technology to work in partnership with the NLECTC-Rocky Mountain. The initial joint programs of the Rocky Mountain Center and Sandia will focus on technology for detecting explosive devices and neutralizing those devices.
Sandia personnel are actively supporting the Federal Aviation Administration in its enhanced detection and safety program, while Center personnel are beginning efforts to determine the current threat and needs at the State and local levels. Combining these two projects is intended to produce a clear set of requirements for advanced, appropriate, and affordable technology and systems which could be used by State or local agencies to deal with the explosive, or "bomb" threat.
Every year, for the past five years, there have been over 2,500 criminal bombing incidents in the U.S. Since a majority of these incidents occur at non-Federal facilities, the initial response is frequently the responsibility of a State, county, or local agency. The goal of this initial joint program will be to determine from such agencies what they need to accomplish this first response, to evaluate a range of technologies which might be candidates, and to determine requirements for specialized training and assistance.
